10:50 a.m.

  • I-5 Express Lanes Closed

  • Seattle EOC active.

10:54 a.m.

10:58 a.m.

  • All lanes of eastbound I-90 were closed at the stadiums.

  • Communication made to Metro reaffirming closures.

11:00 a.m.

  • HQ EOC notifies Millar, Dayton and Bakotich.

11:01 a.m.

11:02 a.m.

  • All lanes of westbound I-90 were closed at Rainier Avenue South.

  • Westbound I-90 traffic was forced to exit at the Rainier Avenue South.

  • Tweet sent out.

11:06 a.m.

  • #SeattleTanker hashtag was created on Twitter.

  • Seattle Fire was contacted on Twitter for their PIOs contact information. PIO was currently in route to the scene.

11:10 a.m.

  • Began conference calls with SDOT, coordinating operations. Joint operational planning calls on a one hour basis were established.  Joint communications planning calls were established throughout the day.

11:11 a.m.

  • The southbound I-5 express lanes were closed.

  • All drivers could use the HOV off-ramps to exit.

  • Tweet sent out.

11:12 a.m.

  • Air supply fans in I-90 Mt. Baker Tunnel increase to handle emissions from stopped traffic.

  • Operational planning period 2 began

  • Planning Revised Express Lanes Operations, Planning recovery of the vehicle when conditions allow.  Confirming that the closure points were outside of areas prohibited for travel and coordinated response.

11:21 a.m.

  • Tow response identified as a Major Incident Tow (MIT).

11:23 a.m.

  • Freight Alert was sent out informing drivers of the closures.

11:25 a.m.

  • Tweet sent out with a list of all of the current closures.

  • First Facebook Live was posted.

  • Began advising drivers and media that this would be a long-term closure. The closure of I-5 in downtown Seattle will have a regional effect on traffic.

  • City of Seattle activated their EOC.

11:30+- a.m.

  • Made a request to incident command to open SB I-5 temporarily to clear trucks and cars that could not be turned around in the express lanes.

11:32 a.m.

  • Notified from incident command that the tanker must be pumped before being set upright.

11:39 a.m.

  • Listserv was sent out to the Seattle area advising drivers of closures.
