The westbound I-90 ramp to northbound I-5 reopened. The ramp from westbound I-90 to southbound I-5 still closed.

11:43 a.m.

  • The westbound I-90 ramp to northbound I-5 reopened.

  • The ramp from westbound I-90 to southbound I-5 still closed.

11:49 a.m.

  • Images from scene sent to Gary’s Westside Towing to aid with response.

11:45 a.m. 

  • Operational Planning Period 3 Changed the planning period from half hourly-to-hourly

  • Goals to develop coordinated messaging, ensure all available capacity is being used, implement express lanes strategy, develop plan for moving vehicles stuck between the initial closure point and the long term detour point.  Continue to monitor safety of field staff and discourage unnecessary travel.

  • Safety Officer reviewed the Maintenance area safety plans with the Superintendents.

  • Started conference calls with HQ EOC, every hour.

11:50 a.m.

  • Travis Phelps had a conference call with WSP & Seattle Fire PIOs in order to coordinate messaging.

11:55 a.m.

  • The southbound I-5 ramp to eastbound I-90 reopened to traffic.

  • Tweet sent out.

12:01 p.m.

  • The I-90 express lanes were closed and were being used to transport the empty tanker truck coming from Auburn to the scene in order to unload the fuel from the rolled over tanker. Emergency vehicles were also using the lanes.

12:03 p.m.

  • There was about a 3-mile backup in both directions of I-5 due to the closure.

  • Tweet sent out.

  • Coordination call with Seattle EOC and WSDOT.  King County Metro liaison arrived at SDOT.

12:23 p.m.

  • Tweet sent out advising drivers to turn off their vehicles if they are stuck in the backup in order to conserve fuel.

12:45 p.m

  • Begin Operational Planning Period 4

  • Operations goals to open I-5 express lanes NB, maintain worker safety planning, assess congestion location, encourage reduced travel in the region and maximize existing capacity.

  • Notified that IRT and WSP have begun to escort empty tanker on the I-90 Reversible Roadway.

  • Coordination call with HQ EOC

12:50 p.m.

  • Northwest Region Communications hosted a conference call with WSP, Seattle Fire and SDOT communications for closure and messaging updates.

12:53 p.m.

  • Vehicles stuck on the southbound I-5 mainline behind the closure had been turning around and exiting to the I-90 collector distributor ramp. Tweet sent out advising drivers to use caution.
