Empty tanker truck arrived to off-load the fuel from the rolled over tanker.

12:56 p.m.

  • Empty tanker truck arrived to off-load the fuel from the rolled over tanker.

  • I-90 express lanes were still closed except for emergency vehicles.

1:08 p.m.

  • Crews temporarily reopened the southbound I-5 mainline to allow the vehicles stuck in the express lanes through.

1:12 p.m.

  • Crews temporarily reopened northbound I-5 to allow vehicles stuck in the backup through.

1:15 p.m.

  • Coordination call between SDOT EOC and WSDOT EOC Changed Call Frequency to 2 hours

1:17 p.m.

  • I-5 southbound closed again.

1:22 p.m.

  • Tweet sent out advising drivers to use the eastbound I-90 ramp instead of the South Dearborn Street ramp because of the backup.

1:30 a.m.

  • Backup on Express Lanes cleared and Express Lanes open northbound.

  • Operational Planning period 5.  Operational Planning Period changed from 1 to 2 hours.

  • Operational goals.  Plan for afternoon commute, monitor potential for snow in lowlands, work on snow event on SR 90/18.  Develop plan for highlands snow event, continue to monitor staff safety, effectiveness of detours, plan for opening and utilization of detour routes.  IRT schedules extended.

  • Coordination call with HQ EOC

1:50 p.m.

  • Northwest Region Communications hosted a conference call with WSP, Seattle Fire and SDOT communications for closure and messaging updates.

  • Began advising drivers/media/social media to start making arrangements for the afternoon commute now. The closure of I-5 in downtown Seattle will have a regional effect on traffic.
